What Is a Heat Pump Hot Water System?
A heat pump hot water system heats your water by moving heat rather than creating it. It works like a refrigerator running backwards. A fan draws in outside air, passes it over an evaporator containing refrigerant, and the refrigerant boils into a gas at a very low temperature. A compressor squeezes that gas, which makes it hot, and the heat is transferred through an exchanger into the water in the tank.
The reason this matters is efficiency. A conventional electric element converts one unit of electricity into one unit of heat. A heat pump uses one unit of electricity to move three or four units of heat that already existed in the air. That is where the running cost savings come from, and it is why heat pumps qualify for renewable energy certificates when a standard electric tank does not.
There are two physical formats, and the difference between them matters more in Adelaide than most people realise:
- Integrated (all in one) – The compressor and fan sit on top of the tank as a single unit. Simpler to install, usually cheaper, and generally goes straight into the footprint of your old electric storage tank.

The nuance is refrigerant type, and it matters if you are up in the Hills.
- R290 (propane) units handle mainland Australian conditions comfortably. Below roughly minus 5 to minus 7 degrees, they switch across to an electric backup element, which costs you efficiency on the coldest mornings.
- CO2 units keep working efficiently at far lower temperatures without falling back on an element. They cost more upfront.
For the metro plain, from Semaphore to Seaford to Salisbury, an R290 unit is more than sufficient, and the backup element will rarely be called on. If you are in Stirling, Aldgate, Crafers, Bridgewater or anywhere else in the Hills that gets genuine frost, a CO2 unit is worth the extra cost, and we will recommend one.

Federal: Small-scale Technology Certificates (STCs)
Heat pumps count as renewable technology under the federal scheme. Your system earns certificates, you assign them to your installer, and the discount comes off the invoice at point of sale. No waiting for a cheque. To qualify, the system must be on the Clean Energy Regulator’s approved register, the tank generally 425 litres or under, installed by a licensed plumber, replacing an existing system at the same address.
Worth knowing: the certificates a system earns step down each year as the scheme heads toward its legislated end in 2031. The same unit installed this year earns more than it will next year.


South Australian: Retailer Energy Productivity Scheme (REPS)
REPS is a state scheme, but the money comes from energy retailers meeting their energy-saving targets, not from government directly. Each retailer sets its own incentive level, which is why the figures quoted online vary so widely and why none of them is guaranteed to be yours. From 2026, REPS moved into a new phase focused more tightly on Priority Group households.
If you are in that group, the support is substantial. If you are not, it is more modest than older articles will tell you. We would rather say that upfront than have you budget around a number that does not apply.
The gas connection question, and why it can be worth hundreds
REPS pays significantly more for a heat pump at a property with no natural gas connected than at one that is connected. Industry figures put the gap at roughly $1,000 to $1,300 against roughly $300 to $450. In many cases, a connected property can access the higher rebate by disconnecting gas as part of the same job.
So it is worth asking what your gas connection is still doing for you. If the hot water unit is your last gas appliance, you are paying a daily supply charge to keep a connection alive for something you are about to remove, and giving up rebate money at the same time.


Council rebates
Some Adelaide councils add a top-up on electrification work, and they differ enormously. The City of Adelaide runs a Sustainability Incentives Scheme covering appliance electrification; several metro councils have offered hot water rebates at around 25 per cent of installed cost up to a cap, and others offer nothing.

A well-installed heat pump should give you well over a decade of service, and the maintenance is modest, but it is not zero, and anyone telling you it is a fit-and-forget appliance is overselling it.
What it actually needs:
